Kenya\u2019s Ministry of Energy and Petroleum through the World Bank funded Kenya Petroleum Technical assistance project has requested for the submissions of expressions of interest <\/a>to review and ascertain the credibility of the South Lokichar field development plan (FDP) submitted by Tullow Oil & JV partners at the end of 2015 as well as to enhance the ministry\u2019s capacity to review the FDP.<\/p>\n

According to the EOI the scope of the tender will include: review of the subsurface development model, well and reservoir management strategy, the depletion plan and the screening plan of the sub surface development scenario. Of big concern is the technical challenges in the fields such as the geological structure waxy nature of the oil and water flooding.<\/p>\n

The consulting firm that wll get the tender will also ascertain how the reservoir and operational data of the early oil pilot scheme<\/a> is being utilized so as to develop an optimum development concept.<\/p>\n

Other roles include the review of the commercial terms and conditions so as to advice as to whether the government\u2019s interest have been addressed.<\/p>\n

The winner will also assess as to whether timeliness set by the government and the IOCs is realistic.<\/p>\n

Under risk the contract winner will address uncertainities and risks as well as evaluate the risk management strategy while at the same evaluating the environmental, health, social and political impacts of the project.<\/p>\n

On enhancing the ministry\u2019s capacity the expert will help assist develop the FDP review capacity by setting up a process of skills transfer during the South Lokichar field development plan evaluation.<\/p>\n
